<strong>Explanation: </strong>During the 2011 Legislature the Secretary of State attempted to pass AB78 which would have <strong>raised FEES by 260% on small home based businesses earning less than $27,000 a year. </strong>The Legislature received hundreds of emails opposing AB78 and it did not pass.</p>
<p><strong>The SOS is now attempting to <em>circumvent the Legislature</em> and impose these business license fees through regulation: #R08011</strong><br />

<p><strong>This new regulation will apply to any home based business earning over $27,000 a year.</strong>  The <em>minimum</em> state business license fee is $200. The regulation also states that if the small business is to be exempted, “No part of the personal residence is held open to the general public for use in the furtherance of that business….” What this means is if you sell Mary Kay and have a party in your home you are now subject to the business license fee.</p>
<p>Many people have turned to home based businesses as a means of survival in this economy. Why are we imposing new fees on those least able to pay?  During the Legislature it was estimated that AB78 would increase state revenues by $27-28 million. <em>That’s a lot of money to take out of the economy.</em>  This revenue will go to the Secretary of State’s office and help Ross Miller build his kingdom. That is why he is circumventing the Legislature and essentially doing this behind the backs of the people.</p>

<p>Sen. Dean Heller, R-Nev., on Tuesday relaunched his “no budget, no pay” proposal to withhold paychecks from Congress if it fails to finalize a budget resolution by the beginning of the fiscal year.</p>
<p>Heller first proposed the measure in July as a protest against the inability of Congress to pass a budget since 2009. Although the idea hasn’t moved forward in the Senate, it received the backing on Tuesday of the <a href="http://www.nolabels.org/" target="_blank">No Labels campaign</a>.</p>
